An Urgent and Heartfelt Appeal to the Royal Government of Cambodia

From a Concerned Citizen of the Kingdom
Phnom Penh, December 27, 2025

Your Excellency Prime Minister Hun Manet,  
Honourable Members of the Royal Government,  
Brave Commanders and Soldiers of the Royal Cambodian Armed Forces,  
And all fellow Khmer people,

Today, our beloved Cambodia stands at a crossroads of profound pain and historic opportunity. The recent fierce clashes along our border with Thailand—beginning in July and tragically reignited in December—have brought immense suffering to our nation. Our brave soldiers have sacrificed their flesh and blood, defending our sacred soil with unwavering courage. Families mourn their fallen heroes, while hundreds of thousands of our innocent civilians flee their homes, carrying only the clothes on their backs and the hope that peace will soon return.

We cannot let their sacrifices be in vain.
We cannot allow the blood of our patriots to have been shed for nothing. Every drop spilled by our sons and daughters in uniform demands that we honour them not with endless war, but with a just and lasting peace that preserves Cambodia's dignity, sovereignty, and territorial integrity.

Our people—farmers, mothers, children, and elders in border provinces like Banteay Meanchey, Oddar Meanchey, and beyond—have endured bombardment, displacement, and fear. They have lost homes, livelihoods, and loved ones. They have suffered enough.The war has torn apart communities and left deep scars on our nation's heart. It is time to end this cycle of destruction.

At the same time, Cambodia faces another grave wound to our international honour: the persistent stain of being labeled a "scam centre" by the world. Reports from respected organizations, foreign governments, and media have accused our soil of harbouring vast networks of online fraud, human trafficking, forced labour, and unimaginable abuses inside certain compounds. These criminal enterprises—often run by foreign syndicates—have brought shame upon our nation, damaged our reputation, and invited sanctions, criticism, and even justifications for military actions from our neighbours.

We must not allow any country in this world to accuse us as a scam centre any longer.
This is not who we are as a proud Khmer people. This is not the legacy we wish to leave for our children. The Royal Government has already shown strong resolve through raids, arrests, and directives to crack down on these illegal operations. But the world is watching, and we must go further—decisively, transparently, and without exception.

Let us clean our own house with courage and determination:

- Intensify nationwide operations to dismantle every remaining scam compound, free every trafficked victim, and prosecute all responsible—regardless of connections or status.
- Strengthen cooperation with international partners (ASEAN, the United Nations, China, the United States, South Korea, and others) to rescue victims, trace criminal networks, and restore Cambodia's good name.
- Ensure full accountability, so no one can ever again claim that Cambodia tolerates or protects such crimes.

Only by purifying our land of these dark forces can we stand tall before the international community and say with truth: Cambodia is a nation of honour, not exploitation.

And as we heal these internal wounds, let us extend our hand in unity to rebuild what the war has destroyed.  
Let us work together—government, military, people, and even with our neighbours—to rebuild our house.
Reconstruct homes, schools, hospitals, bridges, and temples shattered by conflict. Restore the lives of our displaced citizens. Heal the divisions that war has sown. And above all, unite as one Khmer nation—strong, resilient, and determined to secure a future of peace, dignity, and prosperity for all.

Your Excellency, honourable leaders:  
The eyes of our ancestors, the tears of our mothers, and the future of our youth rest upon your decisions in these critical days. Choose the path of wise statesmanship, firm justice at home, and courageous peace with our neighbours.

Do not let our soldiers down.
Do not let our suffering people down.
Do not let the world define us by our darkest shadows.

Instead, let history record that in this moment of trial, Cambodia rose united—cleaned our house, honoured our heroes, protected our people, and rebuilt stronger than before.

For the glory of the Kingdom, for the soul of the Khmer nation—samnang knom chea Khmer! (I am proud to be Khmer!)
